The South African government concluded an agreement to purchase vaccines:
- from manufacturers that were still in the process of developing the product;
- in highly compressed timelines;
- prior to having received the clinical data that is usually available before investment is made into such a product.
Furthermore:
- Government even made a downpayment of millions of Rands for this developmental “vaccine”.
